The Family Urgent Response System (FURS) was saved in the 2024/25 budget! This is a huge win for children and families who have depended on this critical 24/7 support. If you don't have the FURS hotline saved in your phone, now is the time to add it. You or your youth can call the number anytime to talk to a trained provider. Youth and caregivers can request an in-person response as well, from anywhere in the state. 833-939-3877
The 2024/25 CA State budget included the Permanent Foster Care Rate Structure which will take effect July 1, 2027. While this sounds like a long time for implementation, there is a great deal to work on. We are always looking for foster and kinship parents who want to work on improving the foster care system. Foster youth can still file their 2023 taxes and claim the Foster Youth Tax Credit (FYTC). There is no deadline for filing if the tax filer does not owe money.
The FYTC is a $1,117 refundable tax credit available to an individual who was in foster care on or after their 13th birthday and is 18-25 during the tax year.

AB 2108 (Ramos) - Requires notification to family members, court appointed counsel, tribes and tribal representatives, the court of jurisdiction and law enforcement when a child or nonminor dependent is missing to promote a more comprehensive and collaborative effort to locate, return and stabilize children and nonminor dependents when they are missing from care.
AB 2830 (Rivas) - Requires CDSS to implement a new approval process for relative caregivers.
AB 2906 (Bryan) -
Disallows the practice of county agencies collecting survivor benefits to reimburse themselves for the cost of foster care. It will also create notification requirements for SSI reapplications.
AB 3049 (Bryan) -
Requires a court inquiry in a counsel’s last personal contact with any child who is not present in court and authorize a continuance when necessary to provide for counsel to meet with the child.
SB 1197 (Alvarado-Gil) -
Provides for coordinated, timely, and trauma-informed services to dual system-served youth by clarifying that children and non-minor dependents in foster care are not excluded from in-home respite services provided by regional centers.
