The Governor signed new legislation in September that impacts foster youth, including: 

• AB 2906 (Bryan) requires that federal Social Security Administration (SSA) survivors' benefits are not used to pay for or reimburse the county for costs of the child's care and supervision. Foster youth who are entitled to Social Security survivorship benefits will now be able to receive and save these benefits for their future.
•  AB 2830 (Rivas), creates a simplified Resource Family Approval (RFA) process for relatives that aligns with new Federal Legislation. The California Department of Social Services (CDSS) will establish a new “relative” licensing process by January 1, 2027. 
• AB 2711 (Ramos) prohibits the suspension of a pupil who voluntarily discloses a substance abuse disorder, in order 

  to seek help through services or supports.

NEW RESOURCE AVAILABLE! We are excited to share a new resource available for foster, kinship, guardian, and adoptive parents: The Resource Parent Guide. California Alliance of Caregivers has worked with the California Department of Social Services since 2018 to create and publish a statewide Resource Family Handbook. This will be published soon, until then, the Resource Parent Guide highlights important information for caregivers.

🙋🏻‍♀️Join us for the monthly Foster Care Rates Clinic - Foster, kinship, guardian, and adoptive families are invited to a virtual meeting to ask questions about the Level of Care Assessment, Rate Determination, Intensive Services Foster Care, Due Process, and more. Child welfare policy expert, Jackie Rutheiser, will answer questions about Level of Care Rate Determination guidance. First Wednesdays from 1PM - 2PM REGISTER HERE.

Our advocacy partner, Children Now, is holding two focus groups for caregivers. They will provide a $50 incentive in recognition of careiver time and expertise, as well as an additional $50 to cover  travel expenses to attend. "Flexible Family Support" is available to youth and families for respite, extra-curricular activities, visitation with family, and more! You can ask your social worker how your county has chosen to support youth and families with this funding, and how you can access the support for your child in foster care.
